Phase III

General Information

The objective of the third phase of the Costa Rica-Spain Triangular Cooperation Program is to support the transfer of knowledge and experience from Costa Rica to countries in Latin America and the Caribbean in the areas of the environment and climate change.

All organizations and public institutions in the countries of the region that may be interested in participating are invited to present proposals. The Program will select and finance those proposals that best meet the established criteria.

Supported Topics

The proposals must meet the topics that appear in the “Costa Rican Offer Catalog of Technical Cooperation on the Environment and Climate Change.

Dates for the presentation of proposals

Proposals are receive between October 5 and November 6, 2015.

Admission requirements

The following documents need to be presented with each proposal:

  • a.Project outline”, completed.
  • b.Note from the institution that will execute the project, submitting the proposal.
  • c.Note from the institution in charge of international cooperation in the applicant country, indicating its approval of the proposal.

Proposal presentation

Proposals must be sent by official communication (Accredited Embassies in Costa Rica or Costa Rican Embassies accredited in other countries) to the Department of International Cooperation of the Ministry of Foreign Affairs and Cult of Costa Rica. They must also be sent to the following e-mail:

Selection process

Proposals will be selected based on a series of criteria established by the program. The applicant will be notified if the proposal is selected and will form a team with the Costa Rican part to formulate the project. The project should be formulated in the format “Instrumento para Gestionar Cooperación Sur-Sur y Triangulación”. It must then be sent to the Department of International Cooperation of the Ministry of Foreign Affairs and Cult of Costa Rica by official communication, in order to be analyzed and approved.

Execution period

February 15 – October 15 2016


Al projects must have a cost between $30,000 - $50,000.

The program will finance:

  • 1.Airline tickets and travel allowance
  • 2.Document printing and reproduction (brochures, manuals, etc.) in Costa Rica
  • 3.Meetings, workshops and similar events in Costa Rica
  • 4.Travel insurance

*The Program cannot make any international transfers.

Participating institutions must finance:

  • 1.Internal transportation in the country
  • 2.Event logistics in case the event is not held in Costa Rica (venue rental, office materials, coffee breaks)
  • 3.Airport tax in countries other than Costa Rica, when the person does not travel with an official Passport.

Other expenses not covered by the Program that need to be covered in another country (ex. Courier service, etc.)
